Good: Stronger focus on ERP mechanics than Citadel

Good: Pretty high population, pretty huge multi-z station layout, ERP encouraged, fairly high RP

Good: Fallout themed, ERP friendly, pretty high Pop

Good: Basically Cit 2, ERP is allowed.
