  64. Security Control Center (SCC) 800-483-0722
  65. Landline Emergency Requests
  66. The Verizon Security Control Center (SCC) is a 2417 365-day operation that provides assistance for Verizon Communications (does not
  67. include Wireless and Airfone) with regard to Emergency/Life Threatening situations such as 911 traces, active traces, last call buffers,
  68. subscriber information, Presidential traps and hostage/ban·icades.
  69. Hostage / Barricade Assistance
  70. Options available to Law Enforcement in a Hosta£e / Barricade Situation:
  71. a. Operator Breakthrough
  72. I. If the Target Number is busy and LEA needs to break the line, contact the Local Verizon Operator to perform the
  73. breakthrough. LEA should dial "0" and give operator "code red" or "911" as code so LEA will not be charged for this
  74. service.
  75. b. Change Target Number / Remove Calling Features
  76. 1. Changes the Target Number to prevent any incoming calls. New phone number will be given to Law Enforcement only.
  77. Also, calling features will be removed so the banicaded subject will not be able to utilize for their advantage.
  78. c. Deny Origination
  79. I. Prevents any outgoing calls being made from the target location.
  80. 2. Cannot have a Ringdown if you have Deny Origination.
  81. d. Ringdown
  82. I. If the Target Number picks up the phone to dial out, then it will automatically ring the number deSignated for Law
  83. Enforcement.
  84. 2. Ringdowns can be perfonned to Landlines or Cell Phones.
  85. 3. Cannot have Deny OIigination if you have Ringdown.
  86. e. Force Out of Service
  87. I. If the Target Number is busy when LEA attempts to call, then the number can be forced out of service to tenninate the
  88. service, therefore disconnecting the call. The number will then be forced back into service, so LEA can make contact.
  89. f. Digital Tone
  90. 1. Sends a 3-decibel sound on the phone line to initate the subject so they hang up the phone.
  91. 2. Only available on certain switches.
  92. Infonnation needed from Law Enforcement:
  93. a. Phone number(s) ofbanicade location.
  94. b. Address of barricade.
  95. c. Dispatch number of LEA agency for verification.
  96. d. Name and can be reached number for LEA agent on site.
  97. Ifunable to provide a Phone number and the Address is invalid:
  98. a. Provide a phone number of a neighbor or business on the same street.
  99. b. Provide a phone number or name of apartment complex.
  100. c. Advise if the city could possibly be different.
  101. d. If possible provide a direction on the street.

  107. Electronic Surveillance Assistance Team (ESAT)
  108. The Verizon Electronic Surveillance Assistance Team processes all court ordered traps and traces, DNRlPen Registers, Feature Checks,
  109. Caller ID, Title 3 Oral Intercepts, FISA Orders, CALEA Solutions and 48 Hour Emergency Court Orders.
  110. Court Orders
  111. Verizon's ESAT is the recipient of court ordered requests for pen registers, trap & trace, and/or wire intercepts. Verizon calmot provide
  112. information that is not specific to the court order. Court orders must provide all information that is required by Verizon to fulfill the
  113. order.
  114. Typically, all court orders should include the following information:
  115. • Verizon must be instructed to furnish specific information, facilities, and technical assistance necessary to accomplish the
  116. installation of the pen register, wire intercept or trap and trace device.
  117. • Ifknown, the identity of the person(s) whose name is associated with the telephone line or other facility that is the target of the
  118. intercept and the person who is the subject of the criminal investigation.
  119. • List telephone number only once, and if mUltiple numbers then reference target numbers I, 2, etc. Ifknown, the physical
  120. location of the telephone line to which the pen register or trap and trace device is to be attached, or the place where authority to
  121. intercept is granted. The identity of the agency authorized to intercept the communications, and the identity of the agency to be
  122. billed for any charges associated with providing technical assistance.
  123. • A non-disclosure statement directing Verizon not to disclose the existence of the court order to any persons, unless ordercd by
  124. the court.
  125. • A signature by the proper authority.
  126. Please note the Verizon Policies with regard to all court orders:
  127. • Verizon does not provide Law Enforcement with any equipment such as DNRS (Dial Number Recorders) IPen Registers, or
  128. Caller ID (CND) Blocking units.
  129. • Verizon does not allow any equipment to be connected inside Central Offices.
  130. • Verizon will accept court orders via facsimile, mail or in person.
  131. • Court order extensions are to be provided to Verizon Security prior to the expiration date of the original order, for the
  132. interception to continue uninterrupted. It is Law Enforcement's responsibility to submit court order extensions prior to the
  133. expiration date.
  134. • You will receive a bill from Verizon Security for all court order services provided. You may also receive a scparate bill from the
  135. Verizon Business Office for any additional services (B 1 line I Circuit).
  136. Surveillance Camera Requests
  137. Verizon requires a court order for any attachments to Verizon owned poles, including surveillance cameras. For installations involving
  138. connection to the Verizon network, on a pole that is wholly owned by another utility company, Verizon requires a letter from the utility,
  139. advising that they have approved the LEA installation. At the federal level the All Writs Act, 28 USC Section 1651, provides a basis for
  140. court orders for surveillance cameras.

  157. Legal Process Compliance
  158. The Verizon Legal Process Compliance Team is a point of contact for processing legal requests conceming telephone and IP records as
  159. set forth in Title 18, United States Code, Section 2703( c )(2). The requests processed by Legal Compliance are generally for basic
  160. telephone and IP information including subscriber (name and address), billing information, usage/toll and IP records which are billed to
  161. the customer. The team also handles requests for miscellaneous records, special computer searches, employee records and records for
  162. Verizon Business.
  163. Special Computer Searches (formerly known as nfiles, AMA searches, data dumps UMS searches and tape edits)
  164. Special Computer Searches are processed to identify available incoming or outgoing calls for a particular telephone number on a specific
  165. day or period oftime. There is a charge for this service because records of these calls are not kept in the normal course of business.
  166. The goveming statute is l8USCS §2706(a). A Special Computer Search will produce a report displaying the date, time and duration of
  167. the available calls found. Originating numbers displayed on the report must be verified with all companies. Calls carricd by othcr carriers
  168. shonld be confirmed with that carrier.
  169. IP / Internet Services - Verizon Internet Services Inc and Verizon Business
  170. Verizon Intemet Services (aka Verizon Online) provides online dial-up, remote Intemet access, and high bandwidth dedicated access.
  171. Verizon Business (formerly MCI) is a global telecommunications company with an expansive IP network, providing data and Internet
  172. services to businesses (including Intemet Service Providers), state and federal govemment entities, and residential customers worldwide.
  173. UUNET Technologies, Inc. - Verizon Business, provides wholesale online dial-up, remote Intemet access and high bandwidth dedicated
  174. access and IP relay services.
  175. In order to respond to a legal demand for IP information, the following information is required to obtain accurate results:
  176. • lntemet Protocol ("IP") address
  177. • Date of connection
  178. • Time of connection
  179. • Time zone (time zone information is critical, as the time zone is determined by the machine on which the connection is logged,
  180. regardless ofthe geographic location of the machine or of the end user).
  181. Verizon cannot provide information that is not specific to the legal request. Please be specific whcn requesting information.
  182. A court order is required for content information.

  195. Unlawful GalJ Genter (UGG)
  196. Verizon Unlawful Call Center (UCC) handles unlawful calls and refers unwanted calls (misdirecteditelemarketers) to the service center
  197. listed on the customer's telephone bill. The UCC only investigates a complaint of unlawful calls when the customer files a telephone
  198. harassment complaint with their local law enforcement agency. The results of a UCC investigation will only be released to a law
  199. enforcement agency. Customers should contact their local Law Enforcement prior to contacting the UCC for emergency situations to life
  200. threats, bomb threats, kidnappings, missing persons and runaways. Law Enforcement should then contact the UCC for assistance; if there
  201. is an emergency after hours, holidays or wcekends Law Enforcement can contact the SCC at
  202. A successful case for the UCC is determined by two "matched" (originating fi'om the same telephone number) traced calls.
  203. Requests for infonnation pertaining to an emergency threat to life will be processed after one call is traced or trapped.
  204. • Calls carried by other carriers should be confirmed with that carrier. Originating numbers must be verified with all companies.
  205. Call Trace - Verizon provides Call Trace for customers to initiatc their own trace by dialing *57 (or pressing 1157 for rotary
  206. telephones) immediately after a call has been completed and before another call is received. Upon completion of a successful trace,
  207. Verizon records the caller's telephone number, date and time of the call in its switch. This service is available in most central offices.
  208. Can Trace is the most reliable method of tracing calls. There is a charge to the customer that varies by state for using this service.
  209. Manual Trap - Manual traps are only an option when call trace (*57) is not available to the customer.
  210. Verizon can program a switch to "trap" call information for a particular telephone number if Call Trace is not available. Once the trap has
  211. becn placed on the line, and the customer has reported the date and time of the call, the UCC can search for thc reportcd call in their
  212. system.
  213. Telecommunications Fraud
  214. The term "telecommunications fraud" is used to describe a variety of illegal activities, the purpose of which is to obtain and use telephone
  215. services without paying for them. It is a mUlti-bill ion-dollar problem throughout the telecommunications industry. There arc many types
  216. of fraud, which both local and long distance providers experience on a daily basis. The various types of fraud that Verizon Security
  217. Telecommunication Fraud investigatcs include, but are not limited to the following:

  219. Billing Evasion Illegal access and use of telephone services to avoid payment
  220. Call Forwarding Illegally forwarding a subscriber's telej>hone service to a target telephone number
  221. Call Sell Operations Illegal telephone service activity facilitated by an organized crime ring

  223. Clip-On Illegal hook-up/connection and use of a subscriber's telel'hone line
  224. Identify Theft Illegal use of someone's personal information to obtain telephone service
  225. PBX Intrnsion Illegal access and use of a business subscriber's PBX system
  226. Social Engineering Illegally obtaining personal/credit information from subscribers by callers who misrepresent themselves
  227. Subscription Illegal obtaining of telephone service via false information
  228. Third Party Billing Illegal billing ofthird party calls to a subscriber
  229. Voice Mail Intrnsions Illegal access and use of voice mail systems
