Celeste City: Black Belt and 2 Credts: There is a girl on the Pokemon Center that needs help on his brother. Then go to the house on the east and you will find a man (dead memes). He will give you a Black Belt, then go back to the girl and she will give you the credits.

Route 2: Jarred the creepy swimmer: There's a swimmer on one of the houses on Route 2 that needs your help to find Jarred. Then head to Celeste and look for him on one of the houses. Talk to him and he will go back to Route 2. Go back to the swimmer and he will give you the Water Stone.
