111. II - SHORT ANSWER RESPONSE
112.
113. 1. Define the patch and the radio terminology. How should a deputy contact another unit?
114.
115.
116. When a deputy talks on the radio, only the Sheriff's Communications Center can hear them. Other deputies would hear a busy tone. When the patch is activated by the user. To put it in simple terms, it connects different radio channels together and changes the way they work. Instead of just talking to the dispatcher, Deputies can now talk directly to each other. There are no more busy tones, and everyone can hear what's being said. For example, if the patch is activated between Davis and West Vinewood Stations, Deputies from both stations can talk to each other. The patch is really meant for specific situations where it's appropriate to be used. So for example, during a police chase you'll use the patch to ensure efficient communication. Another situation which the patch can be used in is a higher priority call, like somebody waving a gun on school grounds or just somebody with a firearm.
117.
118. So, if a deputy sheriff wants to advise other units about what just happened, they'd say "(Unit Code), give me the patch" ,over the radio. Now, once the deputy sheriff has the patch and is being listened to, he'll call in like this.

121. Adam 15, 802 occurred 10 ago at Strawberry Avenue just outside of the clothing store. He was last seen wearing a black t-shirt, blue jeans, and black work boots. Suspect was last seen evading in a black Vapid Stanier with no plates heading southbound from the street towards Apple Boulevard, and out of sight.

125. 2. Under what circumstances can a warning shot be fired?
126.
127.
128. The use of warning shots should be extremely rare and limited due to their high level of danger. It is only permissible to employ a warning shot under specific circumstances: when you have been authorized to use deadly force, and when firing the warning shot will not pose any harmful consequences to individuals in the vicinity. The utmost caution and discretion must be exercised when considering the use of warning shots, as they carry inherent risks that can potentially result in unintended harm or casualties. Therefore, it is essential to prioritize the safety of both law enforcement personnel and the public.

131. 3. During a foot pursuit, a suspect pulls a handgun on you and fires several shots, missing much to your luck. What do you do?
132.
133.
134.
135. After being shot at by the suspect, I firmly believe that the individual has reached a critical level of danger, posing a significant threat to both law enforcement officers and innocent civilians. In response, my immediate action would be to utilize my radio to promptly report the suspect's location, explicitly mentioning that they have fired at me. Subsequently, I would employ deadly force to incapacitate the suspect, thereby preventing further harm to others. Before taking such action, it is essential to identify myself clearly while issuing a warning that I will discharge my firearm unless the suspect surrenders. This approach aligns with the ruling established in the landmark case of Tennessee v. Garner (471 U.S. 1, 1985), which grants law enforcement officers the right to take necessary measures in such circumstances.

139. 4. Explain the correct procedures for deploying chemical agents. What are the rulings regarding it?
140.
141.
142.
143. Deploying chemical agents means I will most likely be in the prison system. I would look the suspects medical and mental health records up before using the agent as I don't want to cause serious bodily harm to them. The CS gas should only be utilized to help prevent any deaths from occuring, or put a stop to serious bodily injuries from happening. The intention of CS gas specifically is meant to incapicitate a suspect that is involved in combat. To go into further detail, the primary focus of using the CS gas should be to tackle dangerous situations and help disperse and incapacitate inmates that are rioting or behaving in a violent aggressive manner, while posing minimal threat to both inmates and LEOs.
144.
145.
146. If you want to use incendinary CS agents, it needs to be authorized by the watch commander, and the use allowed by a sergeant or a supervising line deputy serving as a team leader.
147. You can't use chemical agents for every situation. If the inmate doesn't pose a danger to inmates or when the inmate doesn't resist further, you're not permitted to use chemical agents. You are not allowed to use chemical agents if you have specific knowledge that the inmate the CS gas is being used on, suffers from known medical conditions that may be worsened by the usage of CS gas. CS grenades are flammable, so the chance of items or property catching on fire should always be considered by the user. If incendinary types of gas are to be utilized, fire equipment must be requested to the scene before any usage of incendinary gas is used. If the possibility of a fire starting is a concern, use an non burning agent that doesn't cause fires.

151. 5. A 911 call comes in about a person being beaten, when you arrive a house owner says he was beaten only cause he was on private property — the house owner signifies the sidewalk as his private property. The victim wishes to press you to investigate and take action, what do you do?
152.
153.
154.
155. The sidewalk is city property, so what he said would still constitute physical assault, and the homeowner is completely in the wrong. I would proceed to immediately radio for backup and call an ambulance due to the homeowner's violent actions. Since I wouldn't be aware of what the homeowner beat him with, there is a possibility that the homeowner may have used a weapon. Instead of rushing into a potentially dangerous situation, which could escalate further, I would prioritize de-escalation. I would initiate a casual conversation with the homeowner, identifying myself as a Deputy Sheriff and aiming to diffuse any potential violence. While waiting for backup, I would calmly ask him to sit on the curb so that we can assess the situation more effectively. I'd tell him he is detained for now, but for my safety I'd handcuff him and inform him this is for my safety. This approach would hopefully de-escalate him, reducing the chances of him fleeing to retrieve a weapon or escaping and increasing the chances of a clean arrest. As he sits on the curb, I'd calmly ask questions, asking for his full name and a detailed explanation of what happened. My vehicle would be positioned close enough, and the dashcam footage would capture his testimony as well. To further aid in a successful arrest, I'd take notes down on my notepad, noting everything that has been said. Once backup arrives along with the paramedics, they would provide assistance to the injured man, while I coordinate with fellow officers to make the arrest. The suspect's admission of guilt through the logged 911 call is apparent, and if required in a court of law, I would provide the notes and my personal testimony to support the case, as well as any other relevant information needed.
