Mysterious Cloaked Stranger

Before you stands a 5'8...from the looks of it 16 year old rather androgynous person. They are wearing a blue wooly cloak with this symbol on the back: http://orig09.deviantart.net/16bc/f/2016/065/a/f/undertale_series_symbol__delta_rune__by_highpoweredart-d9u5tg1.png as well as what looks like a red scarf underneath it, due to how the scarf is positioned, it covers their mouth while the hood of their cloak covers their eyes. Upon their waist there's what looks like a black cellphone-like device with red buttons, it's much bigger than what you'd expect a device such as this to be. They have a very friendly and kind air about them and you seem to just feel...safe around them. They also have a heart-shaped locket around their neck and a worn knife strapped to their leg.
