Law on National Workshops


1. Establishing Institutions

a. Establishes a National Workshop Head Office in Paris under the National Workshop Authority.

b. Establishes Commune Workshop Offices in all communes with their administration shared between the  National Workshop Office and Commune councils.

c. Minimum pay for employees of National Workshop Authority programs is subsistence food, with clothing provided upon having worked long enough to pay for it's worth. Additional pay is provided at the discretion of the National Workshop Office and Commune Workshop  Offices.

2. Resposiblites and Powers of the National Workshop  Office.

a. Creates National Workshop Plans

c. Ranks National Workshop Plans and Commune Workshop Plans in order of priority:

What project maximizes the number of citizens gainfully employed.

What project maximizes the likely benefit vs costs of completion/maintenance.

Note: Ranking should calculate benefits by not only looking to potential income from fees, but tax revenue from improvements in economic activity.

d. Overrides redundant Commune Workshop Plans with National Workshop Plans or Commune Workshop Plans that serve the same purpose better (replacing a plan for one railway line with a more effective one)

e. Provides grants to Commune Workshop Offices for Commune Workshop Plans, proportional to their needs and in order of ranking.

f. Pays for and operates National Workshop Plans and Commune Workshop Plan grants within the budget allocated it by the Ministry of Public Works.

g. Publishes yearly report on National Workshop Plans and Commune Workshop Plans, with security sensitive details excluded.

3. Responsibilites and Powers of the Commune Workshop Officess

a. Creates Commune Workshop Plans

b. Ranks it's own Commune Workshop Plans in order of priority.

c. Must pay for and operate Commune Workshop Plans within their own budget, plus confirmed grants from the National Workshop Office

d. Reports the number of citizens that attempt to register for a job and the number they were able to employ to the head office and local communes

e. Informs citizens of job opportunities in other communes if permission granted by said communes or the National Workshop Office.

f. Can work directly with other Commune Workshop Offfices to create and implement plans

g. Aids in managing National Workshop Plans as directed by the National Workshop Office.
