Reasoning: *Came to the realization that it was do or die, there were many powerful enemies out there and he would need all power he could possibly muster in order to deal with them. After observing not only his master but Selari and Radda he'd come to the realization that if he was going to be able to be of use on this mission then he was going to have to push himself to the next level as well and there was no doubt in his mind that with his skill that he'd be able to help save a lot of lives.

*He decided to train with Selari, seeking some sort of guidance on the form to which she'd explain that it was a form that was one motivated by one's emotions and often triggered by a feeling of despair. She also noted that while in this form a saiyan would become hyper aggressive so he would have to learn to control those urges as well. Utilizing that knowledge, Tomaio focused his efforts on taking down the massive Gajalaka tribe leader aiming to kill Kero.

*There also was a lot of other conflict going on in the Pulp at the moments and a lot of potential death in the making so he needed every ounce of power he could get to save his friends and protect DHARMA efficiently.

What is the moment: Kero was going to be killed by the massive gajalaka tribe leader, Tokka a known threat was present in Pulp with obvious malicious intent as well as Melegueta and in attempt to save not only his friend but also to be of assistance in preventing what could end up being another mass slaughter he would channel all of his anger dating back to when he lost his master to now where he was about to lose a good friend of his right before his very eyes because he wasn't strong enough. In this moment, overcome by anger he'd rush forward to take the monster down and then rush to help the others.
