Once you install the CIA from my thread, download this file:

On the root of your SD card, create a folder named "fbi", and in it create a folder named "seed". Put the 00040000001b4000.dat file you just downloaded into the "seed" folder. It should look like this:

/fbi/seed/00040000001b4000.dat

When you do that, turn off the wifi on your 3DS and open FBI. Go to "Titles" and find FE Echoes. Select it and choose "Import Seed". It will import the dummy seed from the folder you just made and remove the preload countdown. Now you can turn the wifi on again, but remember that you may be banned if you go online in FE Echoes before May 19th.
