3 Bonus: The streets of Hideyoshi reward those who are ruthless and dedicated.  After achieving a Deed of Ruthlessness or Loyalty, you gain a point of Neutral Chi Cultivation.

0 Bonus: You gain a point of K(vasir)-Chi. K-Chi counts toward your Chi Threshold. You may spend this point of K-Chi at any time during a scene, but only once per scene. Once you spend it, you gain an extra 5 points of armor that lasts for an entire combat round. These points expire at the end of a round like any other round-long technique.

Background:
Shiori Kobayashi wasn't born with an interest in swordplay. She grew up interested in similar things to most young girls. Flower arranging, sports, animals. She would have continued on this track if it weren't for an incident known to the greater community on Hideyoshi as the 2326 Ammunition Explosion Disaster. A contractor working for a local branch of the yakuza had been making bullets in his tenement when a spark from an electrical outlet set the stockpiles of gunpowder (and soon after, the finished bullets in boxes nearby) alight. The resulting explosion killed the man and sixty others in the tenement. Shiori's family survived the blast, living on the other side of the large building, but those memories of the bodies being pulled from rubble and weeping relatives stuck with the young girl. The callous actions of lawbreakers had taken so many lives, caused so much grief, and the people truly responsible, the bosses, saw no punishment for it. As she grew, she became more and more interested in law enforcement. She moved onto the Criminal Justice track in High School, practicing swordplay at the Shadow's Parable school. She had no idea that this particular school (and nearly a dozen others) were recruiting grounds for the Shin Oniwaban Special Police Force. After she graduated High School, the secretive police group contacted her.

Due to size restrictions on law enforcement groups imposed by the Hideyoshi planet charter, there are numerous police forces on planet, and the Shin Oniwaban had one of the worst reputations, in as much as it was believed to exist at all. Eschewing concepts like "due process" and "jurisdiction", the Shin Oniwaban seek to eliminate dangerous criminals with the speed and brutality said criminals show the innocent population. Shiori went through six years of arduous training in the arts of stealth and swordsmanship before now being turned out into the galaxy on her own as a member of the Organized Crime unit, a gardener of all systems.

She is a short woman, about 5'3" in height. She has long black hair she keeps in a ponytail. Her left eye is cybernetic, in the style of an insect's compound eye. She keeps it covered with a simple white cloth wrapped around her head. Her natural eye is brown in coloration. She has a large burn scar on the left side of her face that snakes down to her neck from a near-miss with a plasma thrower. She tends to dress in a simple brown armored traveling outfit.

She tends to be affable and polite in normal conversation, but shows a sadistic, murderous side when she's on the hunt. She receives orders from her superiors as to which 'weeds' need 'pruning' offworld, and will follow these orders to the letter, ignoring other responsibilities to ensure that her targets are eliminated promptly. She is also addicted to ToKo, a type of synthetic tobacco popular on Hideyoshi, and will go into withdrawal if she doesn't have it for a long period of time.

Kiriko+Fukugan:
During a previous mission, Shiori ran afoul of a Yakuza enforcer with a plasma thrower built into his arm on her way to his boss. While his blast of superheated plasma didn't hit directly, the bolt hit close enough that Shiori got second degree convection burns to her face and neck, which also damaged her vision in her left eye. Unable to complete the assassination due to lack of depth perception, she returned to headquarters to be treated for her injuries. While there wasn't much they could do for the scarring due to its damage to the layers below the skin, they installed an experimental compound eye unit with an inbuilt task AI named Kiriko. The eye, a compound eye made up of 67 smaller eyes (called Fukugan), was built to take hundreds of images of important combat information, such as stance, handedness, weapons, etc, and send it up to Kiriko to analyze, annotate, and sift through the raw data to provide Shiori with one specific eye's feed to maintain normal binocular vision. Fukugan and Kiriko in tow, Shiori returned to the field and finished her mission, keeping the burn scar as a reminder.

More recently, Shiori replaced her sword with a monomolecular-edged Daito, with the added augment of inlaid gold circuit contacts in the wafer-thin structure. After a firmware update for Kiriko, she can now provide hacking support against targets whose important computer-managed devices come into contact with Shiori's sword.

The Shin Oniwaban:

The Shin Oniwaban Special Police Force was created soon after the founding of Hideyoshi, after the limitations of the Police Force Special Dispensation Decree became obvious. Intended originally to focus on subterfuge and information gathering, the force would later transform itself based on the ancient tales of the Oniwaban, assassins who manage the garden of the world by removing dangerous weeds and cultivating others into beautiful flowers. With a limitation of twenty field agents and an equal number of support staff on Hideyoshi, their scope is narrow and they use great discretion on where and when to deploy their agents. Given that they do not have dispensation to deliver their particular brand of justice on any planets (including their own, ironically), huge amounts of information are sifted through to determine important targets, and then a field agent and their years of intense physical and psychological training step in to take it the rest of the way. Agents are only sanctioned by the group to kill targets chosen by their superiors, and anyone who steps in the way of those goals, or anyone necessary to maintain the agent's cover (typically as mercenary ronin, but some agents have found success posing as accountants, musicians, or in one infamous case, high ranking politicians).

Each field agent is assigned to one particular aspect of criminality: Organized Crime, Vice, Electronic Crime, Weapon Smuggling, and Assassination. Each agent devotes themselves entirely to their own focus, and it's common for agents to build contacts or enlist 'willing' help from other criminals outside of their own sphere to assist their hunts.
