Three Main Scenario Quests should be Level 76, and not Level

The following quests should have their level requirement lowered to level 76 from level 77, as they do not require the user to go into level 77 areas like prior quests:

 A Convenient Distraction
 A Dirty Job
 Have a Heart

This would help players reach level 77 rather than gating them further.
