- The Council's job is checks and balances. We don't give carte blanche to waive thousands of dollars of penalties. The Council will be considering PBA legislation of $2,000, and you think it's appropriate to give approval to waive thousands of dollars of fees without council approval? I'm not quite sure why you would want to abdicate your responsibilities as a Council Member, but I will continue being the taxpayers watchdog.

I would recommend that any waiver of interest penalties, since they may amount to substantial amounts of money, should be done upon the recommendation from the Comptroller/Deputy Comptroller to the city council and the mayor. In simpler terms, the council receiving the recommendation from the Comptroller's office will then act and accept or reject the recommendation and if approved send the approved legislation to the mayor for his action. I believe this approach will preserve our system of checks and balances by ensuring that the waiver of interest fees shall be done for the normal legislative process.
- Please forward a fiscal impact to the amount of money under consideration for the waiver.
