1. Here's a small fact sheet and a few assumptions so that we can managae this effectively.
2.
3. 1. This is a Celebration CAP. The CAP Pokemon created here are intended for use in the CAP Metagame
4. 2. Given the use of Frameworks violates our usual processes, additional steps must be taken with more scrutiny towards optics.
5. 3. To that end, the following facts about Starter Trios are relevant, separated by stage relevance.
6.
7. Concept & Typing: Starter Trios are always primary typed as Grass, Fire, Water. Concepts and Type discussion will not stray from this restriction. All secondary typings are considered legal and valid.
8.
9. Ability: Starter Trios have only their primary and one hidden ability. The starter trio's first ability is fixed as Overgrow, Blaze, and Torrent. Competitive Ability Discussion will focus on appropriate competitive Hidden Abilities, one each.
10.
11. Stats: Starter Trios have wide variation in stats, but a few trends hold true.
12. BST by Gen, GFW:
13. 525 / 534 / 530
14. 525 / 534 / 530
15. 530 / 530 / 535
16. 525 / 534 / 530
17. 528 / 528 / 528
18. 530 / 534 / 530
19. 530 / 530 / 530
20. Highest Base Stat: 126, Primarina's SpA
21. Lowest Base Stat: 56, Torterra's Speed
22.
23. Stats should conform within the set BST totals (and any additional BSR limits) and no stat should be lower than 56 or higher than 126 without incredible justification.
24.
25. Movepool: Starter Trios have all Required Moves, plus Work Up, Grass / Fire / Water Pledge and Frenzy Plant / Blast Burn / Hydro Cannon.
26.
27. Total Moves for each Starter:
28. Venusaur: 92 / Meganium: 81/ Sceptile: 106 / Torterra: 85 / Serperior: 78 / Chesnaut: 96 / Decidueye: 70 - Average: 87
29. Charizard: 122 / Typhlosion: 98 / Blaziken: 109 / Infernape: 103 /  Emboar: 88 / Delphox: 80 / Incineroar: 83 - Average: 98
30. Blastoise: 113 / Feraligatr: 105 / Swampert: 100 / Empoleon: 95 / Samurott: 76 / Greninja: 77 / Primarina: 66 - Average: 90
31. Overall average: 92
32. Gen 7 Average: 73
33.
34. As Gen 7 Pokemon, Movepools should generally remain around the range on the Gen 7 starters, and not exceed the overall average.
35.
36. Flavor Steps: Art Threads and Polls should be conducted simultaneously, but in separate threads. Competitive discussion should be focused enough to not require 3 different splits.
37.
38. Just wanted to jot this down in case we need to reference it later.
