  1. We don't care about Will except when one gets to enough will to trigger skills. So skip accumulating it point by point and focus on designing triggers.
  2.
  3. Have a few set triggers for each status, plus either give people a choice of personal triggers, or skills to help get them.
  4.
  5. Normal: Battle Start setting.
  6. Focused: Triggered very easily, possibly by making any save, or by taking a move action to attempt a will save/willpower check. Skill to start battle Focused?
  7. Tense: Harder to trigger, requires a kill, taking X damage, using fate or a set of rolls.
  8. High Tension: Something must be on the line. Difficult to trigger just by doing things normally, this is where you're below half health, or have taken out a non-mook enemy. A good point for personal triggers to be used. Possibly should give bonuses regardless of any skill.
  9. Crisis: This is the ultimate state of play. Only accessible by Plot, personal triggers, or spending Fate.
  10.
  11. Question: Would we want ever-increasing Tension like SRW will, or the ability to 'spend' tension on boosts? Maybe higher Tension can act like Fate Points?
