Bombs and missiles annoy him but don't hurt

“Bombs will confuse Godzilla, missiles will make him angry.  But no weapon, except perhaps a direct attack using a nuclear bomb, can possibly harm him.  Because nuclear weapons cannot be used near population centers, we must stop this useless attack before it begins.”
