Basically since the last COO tried to conspire a coup behind my back, my expectations had risen.

2iC is an extremely important role, when I'm not around, the 2iC speaks and represents for me. Being a 2iC is less about people feeling they deserve it and more focusing on being the manager the player's deserve. I put myself through extreme stress leading Marshal, sometimes I miss Yuber as he was the best 2iC I've ever had, and this stress is something I don't feel comfortable passing on without confidence.

That was also a very long time, since then I've realized many things about how marshal needs to be handled and had many knives pressed against my back. You can start proving yourselves by putting that 3iC position to some good use. I understand you were going through extreme stress, but just a few days ago were threatening to quit Marshal, do you know how demoralizing it'd be for players if they heard their 2iC say that? A large number of new members don't even know you yet.
I mean for what's worth, I can't even give the 2iC position to Navier as well because I have different issues with him.

I'd wake up in the afternoon because I worked overnight, log in, check on everyone, get container stuff done, message the people who applied, go to work, come home, do interviews since it was now morning, RP all day with my external affairs gig, take care of the afternoon interviews when people got off work, handle containers, go to bed, sleep 4-6 hours, wake up, start over again.
and yes I'd be able to handle it. My whole time RPing on ROE has been me trying to prove I can do this damned job.

External affairs handles not only diplomacy and negotiations, but also a secretary of defense as well, to handle day-to-day deployment to assure all points of deployment are being maintained.
I live in a constant state of fear here, it feels like I'm constantly walking on eggshells and once I make a decision it causes a scene that makes me regret everything.

Your assignment is simple. Bond with our players. Find ways to do activities with them, not every interaction has to be work out in the field, not all of it has to be training as well, it can also be casual RP hanging out at Tachi for example.

3iC is a vast understatement for a booby prize. Never once did I promise the position to anyone, I didn't groom anyone for the position, I needed to make sure they could handle the work if I did selection them as my 2iC. I went with Acron because as someone who is in service with the Navy, I knew there was a high level of bureaucracy and logistics I knew he could handle and that with you and Navier we could keep our work delegated and organized.
Funny enough, Acron would move on to conspire against me. Let's say if I chose you as 2iC, I'd have to reluctantly let you go from the position because of your RL problems at the time and wouldn't want to burden you. If I chose Navier as 2iC I would have had to release him as well for similar reasons.
I'm really afraid to give someone 2iC because things can dramatically change. At least as 3iC you can leave for a while to focus on RL, then come back and jump right back into 3iC, but the same can't be said for 2iC
I'm also afraid the position might change the person as well, Acron left a nasty scar on me...

He's had plenty of experiences leading RP groups.

2iC turned Yuber into a ball of stress that needed to escape Marshal, 2iC made Acron feel entitled to Marshal and tried to conspire against me. At this point I'm afraid, what would 2iC do to you? Sure there would be only one way to find out. But it's this repeated history I try to spare people from.

I've managed a near 100 player League of Legends clan before, as the leader. I handled that toxicity, I can handle this.
And you're right you won't know.
But in terms of the IC it makes us look strange with this big gaping hole.
If you ever went MIA there'd be no clear chain of command anymore.

At this point what would convince me is by following my advice to bond with Marshal, I understand your times and I'm sure you'll make it work, can't expect to make time for everyone but at least you'd have a stronger presence than the one executive came back from inactivity in the eyes of players.

Because right now what I need far more than ever than a 2iC are people who can push activity. Because right we have a couple admins, a few overseers, and a few specialists and with our current level of activity we don't need a 2iC
I have Navier focused on Internal stuff, Recruitment, Armory, HQ, Internal Affairs, training. In times of conflict, Navier focuses on defensive lines.
You, I'd have  focus on Negotiations when needed, sending out people to deploy either between PDI, Magika Caves, Chimera, or Undercity, as well job acquisitions, not all jobs have to come from groups, they can come from the common man. In times of conflict, you'll focus on offensive lines
Either way I'd have you both focus on activity, either general presence and patrols, or just bonding with casual RP
Oh right I'm letting Terenia handle this issue since she has the connections. Cease all trades between Marshal and Corsairs but do it in a way we're not public about this for now. Corsairs placed a teriff on us, Terenis is going to confirm this for me. If it's true, the tariff will be more public. I have no interests in negotiating for pirates to life their tariff, after being pushed around for so long, it's time Marshal starts stepping forward and showing we carry a big stick.
