"That" is a possible alternative (when the subject is about "persons") after groups/classes (e.g., "*all* realtards *that* watch the news will believe reports about an alien invasion"). Upon reflection that does appear to be how you were using it. Such as with your example: _"Girls *that* have long hair buy more scrunchies"_ is really saying: _"*All* girls that have long hair buy more scrunches"._ Thankfully that's still not the more common form. Given that grammar is a reflection of usage it is unfortunate that technology permits retarded people to butcher the language faster than ever before.
