Practically speaking, a Brave New World-type gleeful dystopia might be a more realistic way of Charlie going off the deep end.

Yeah, but I figured she'd go with the system that's WITHOUT the social stratification, and she probably wouldn't approve of the usage of drugs.
So, it could be a mixture of the two, with the "Savage" areas being where Hell's natives and the remaining nobility live.

Yeah no drugs in her "utopia", probably sinners undergo a "small procedure" as part of their "intake medical exam" upon arrival. Just a few tweaks to their lungs and vocal chords so they can perform better at the state mandated community concerts...and a few tweaks to their brains to help them recognize how much they love singing, snuggling, cotton candy, puppies and of course, their wonderful, beautiful leader who takes such good care of her subjects.

Not immediately. She'd be self-deluded enough to not recognize how fucked up and unnerving she is. She wouldn't do anything to him until he started really picking up on the full extent of the situation, after which point she'd be "really worried" and want to "help".

Then they're taken behind the shed and quickly dealt with.

On the surface, all is fine.
Sinners are happy.
Imps and other hellborne live separately from them, as they please - the two societies completely segregated, with sinners living in a grid of interconnected, futuristic megacities.
They suffer no want, nor need - all taken care of, all happy.

Only...

They all seem to like the same things.
Not just sharing common interests, they literally all like the same things.
And they all act in unison.
Their movement, while organic, is perfectly synchronized, as if choreographed, down to the smallest motions.
And they all eat the same, and the same amount of it.
And they all love Charlie's singing.
And they all love Charlie's shows.
And they all love Charlie.


They suffer no want, nor need...
Nor individuality.
All just cogs in a great machine.
The great happiness machine, the One State of Charlie

Practically the same.
But, like everyone else, they're a lot more on edge, and try their best to keep Charlie relaxed and happy.
You see, Mercilessly Liquidating Charlie? Intimidating as all get-out. It's your favorite cinnamon bun turned brutal dictator. Cruel, sadistic, but also stoic.
The total inversion of regular Charlie.

Which, in on itself, brings an element of dark comedy to it.
Subtle, due to how detailed and dreary this version of Hell is, but still.
It's just too absurd.


Now, One State Big Sister Charlie?
She's fucking unsettling.
She's the exact same Charlie... But there's something... OFF about her.
And everyone else.
It's like something that you trusted before, but cannot fully trust anymore.
She's uncanny. Unnerving.
Her version of Hell is seemingly happy, but the more you look at it, the more things just feel... Wrong.
You can't put your finger on it, but it's just... Bad.

I was going to suggest that rather than getting used up as war machine prototypes, they end up as her Heads of """""Medicine"""""", performing the "procedures" on newly arrived sinners, but with Alastor still alive in this timeline, I feel like he'd probably be the one to do it. He already knows how to handle a knife, he just needs some direction from Pentious and Baxter's keen scientific minds.
