Like the Easter upgrades, they are unlocked by clicking golden cookies. The chance starts at 10% but drops over time in the same way that the other cookie unlocks do.

These upgrades are unlocked similarly to the themed cookies at a 3% chance per golden cookie click (but it doesn't decrease as you unlock more). They are always unlocked in the same order, and the final upgrade unlocks on its own after buying the tenth "fragment" upgrade.
