QUICKLY FIND OUT IF YOUR WEBSITE HAS A SERIOUS GOOGLE PENALTY
(without webmaster tools search console)

This is just a very quick tip so I'll get right to the point...
1) Go to Google's URL shortener at: https://goo.gl
2) Simplify your website's URL (root)
3) Copy the shortened URL
4) Visit the shortened URL
5) Watch our for the warning
If your website has a serious penalty you will see this warning:

Pure Spam and Unnatural Links (from) penalties are confirmed!
TIP: Don't shorten all links in one account. They get saved and create a serious footprint.
DISCLAIMER: This warning will appear for many more things than just penalties. Common one is your website got hacked. So check for that as well before you jump to conclusions. Full list here.

Open your Google Webmaster and click on Manual Actions.
If you see “No manual webspam actions found” then you are clean.

I remember having a discussion about this method about a year ago. It does work but not for all penalties/domains. Thank you for sharing though it's still a very handy trick.

Yes, looks like they are discontinuing it and this even working for newer accounts. Sorry guys, didn't realize since I had mine forever.
You can get access to this with any Google account tho. Check if you have access to some old ones you forgotten about and use that ;)

For me it says: "dogs are not allowed to shorten links because of bad behavior in the past". WTF?!? HELP!

Well, I use this mostly on expired domains and since they are not hosted, hacking and forbidden content are out of question.
