Stock Spy Rework

-Revolver damage increased by 10% (now 44 at 100%)
-Sapper weapon removed
-New secondary: Grappling Hook
	Mannpower hook, but removes disguise on fire, and consumes cloak as the spy is pulled by it
		Being stationary does not consume cloak with this weapon
-Knife now applies sapper upon hitting an enemy building
