Apparently officer "lend a hand" has both arms. I saw him walk past at about 22 seconds into this video: watch?v=Fsc0UILLaVY

Apparently they are carrying the "injured" toward the "Pulse" nightclub. It also looks like "Jeff C" has realised he can't spin this event as real and is now saying _"I don't care what happened in the club - these people are actors"_ (still clinging to the hope he can sell at least a little "real death" but he knows he's lost the battle with this event).
