  22. I just want to address the issue that I am fortunate that I am not forced into the HOA and I feel that there is some bad feelings that some lots are not in the HOA. Can’t speak for others only for myself. When I first looked at Watermark, the way it worked was you bought a lot from the developer and hired a builder to build your home subject to the covenants that I have attached. At that time a lakefront lot was $150,000 to $200,000. To build the custom home it cost $500,000+. The concept was every home on every lot was a different style with different floor plans. Unfortunately after completing our home the housing market crashed and a lot of custom homes went on the market cheap, nobody was building and the developer went under. DR Horton bought watermark from the bank for around $950,000. I went to them and asked if they could at least compromise and use some of the original covenants, they were not interested and pretty much told me they owned it and would do as they pleased, I would not be a member of their housing nor subject to their HOA. So the neighborhood I bought into that had no front entry garages, no parking on the street, etc, etc. does not exist. My house is probably worth far less than it cost to build (I would guess $150,000 to $200,000). But that doesn’t matter to me, we built this house to retire in. That being said I still love Watermark and the people that live here. I think all the home built here are beautiful (although not unique as I had hoped). For the most part I try to keep to myself on HOA matters. A few other thoughts, instead of turning off the fountain that DR Horton poured a lot of money into why not put a timer on it running it only 10 to 12 hours instead of 24. Also when you get rid of the management group, are you willing to go to your neighbor and tell him he needs to cut his lawn, paint the trim on his house etc. I for one would not like to do that. So all that being said am I fortunate to not be a member of the HOA, not sure but I am fortunate that I have good neighbors that seem to care about Watermark. now that we are built out I would not be opposed to joining the HOA as a voluntary dues paying member. By the way when I bought dues were $1500 yearly and when you bought your lot you had to pay $5000 up front for amenities . They were going to collect $250,000 to build a fishing pier, picnic pavilion and small park in the common area.

  32. Respectfully I second everything said by mrbright55@aol.com (The Hermans) in an email I read a few days ago (apparently on another email communication). Our dues need to be dialed in with-in reason to what we are being provided. Maybe I am ignorant, if I am missing something please enlighten me; what exactly is a management company providing that the elected board is unable to provide? We have very little provided through our contributed dues that would require a management company to lead. It has already been voted on and decided that the fountain in the front would be shut down as the Hermans pointed out, so this cost should be ratified soon if not immediately; if I am not mistaken. We as a community then have the mowing, landscape (water / electrical for sprinkler in front), insurance, taxes and misc as pointed out. What else is there?

I am all for HOA dues as a means of keeping our community respectable of sorts however the reality is; we do not have walking trails, we do not have a pool to maintain and secure, we do not have a playground or community pond and we all know the lake front maintenance is not even included in the outlandish current dues of $700 per yr.

  36. What we do have is a small knit community that obviously has what it takes to come together and address issues. Many recently came together and worked as a community in cleaning up a portion of the lake front. Myself and other neighbors often times take it upon ourselves to mow parts of the greenway, Lake front and Ditch when the grass and weeds start getting to high (assuming between mowing dates). In my opinion: none of this should have to be completed by any community members in a community that pays $700 a year in dues. However; we do it because we have pride in our community and want more for our community from an appearance / perception view. This is NOT something a management company can provide, so why are we paying them?

If I notice a street light out I call the City of Wylie or Farmer Electric Cooperative and they take care of the issue, The City of Wylie manages / maintains the sewer lift station, Contractors have left pallets of trash in the greenway so I contacted DR Horton and they sent a crew out to clean it up. These are things / topics / issues that I will continue to do, as will many of you... We do not need a management company costing each of us $200+- annually to run this small, again, what could and should be close knit community. Our elected board members and we the community should be more than capable of addressing and coming together on our community agreed upon bylaws, rules and regulations with enforcement guidelines set with-in.

  42. Quite honestly if we as a community can't come together and figure out these issues and reel in our HOA rates and abilities then I am all for eliminating the HOA all together and joining those in the community who are fortunate enough not not be forced into.

  73. I really agree with the decision to reduce or end the HOA fees. This is extremely high and I do not see what we are paying for. Other neighborhoods, have parks, pools etc.. We have nothing in the neighborhood for us and our kids yet we are paying this ridiculously high fees.

  84. The owner controlled board is very actively pursuing all cost cutting measures, but there are city requirements, etc that have to be met. I feel confident that our board is moving as rapidly as they can. Nobody wants to pay $700.

  104. It’s concerning to me. Any discussion of this magnitude should have involved all property owners. The expense to install and operate an aerobic system for each home would be very expensive. Some homes might not even qualify due to restrictions concerning coverage area for the waste water release jets. As for just a septic system, no home here would qualify due to the lot size. Field lines require a very large area.
  105. I agree that the only way to reduce cost of living in this neighborhood is to reduce HOA dues by cutting expenses. Also, everyone can appeal the increase in tax evaluation. The appraisal district has homes in this addition range from $54 per sq ft to over $110 per sq. ft. I would like to know if a new budget been completed? As property owners we had the right to vote down the increase to $700. I was told the dues were $300 at my closing on June 9, 2013. This increase was a 233% jump. Due to the fact that the HOA has now been turned over owners, I feel that we should get together and vote for what the dues should be. Then just like in the real world, the HOA would operate on available funds. If that involves cutting out some things such as management fees or other expenses, then that is what is needed.
  106. The meeting at my home, before the election of board members, discussed and agreed on in house management, no fountain, and reduced mowing schedule for under power lines and lake front. I believe the board is working on two of these, but the management is a very large expenditure about $200 per household a year and needs to be brought in house. Add in what the fountain is costing us and I believe the savings would be enough to reduce HOA dues back to $350 per year. A budget of $15,840 should handle the landscaping, water and electric for the sprinkler system, insurance, taxes, and any other miscellaneous items that are needed.
