Rule of thumb, the better the stags the lewder the gear

Form fitting clothes reduce noise you'd get from looser clothes rubbing/flapping about, but you'd also want to wear a cloak/poncho with lots of tears, different lengths of strips, fluffed up parts, etc to break of the general shape and silhouette of a person. So you'd get them in ugly weird looking cloak/ponchos, but underneath would be a somewhat slutty/lewd looking form fitting outfit.
