Case for Broken Window policing is stronger now, since this is basically the opposite. Legalize a 'victimless crime' and one sees a great concentration of the impulsive and dysfunctional people who become/are criminals

Whereas broken window policing assumes impulsivity and callousness toward social harmony play a role in criminality, so they basically 'pre-crime' people (like minority report)
