  5. Studies, who had the contract to the Defense Intelligence Agency (DIA).

  7. Yeah, there have been crashes, the superpowers on the Earth have had their share
  8. of crashes and they have recovered the vehicles from their crashes.

  10. So, that's why Jacques Vallée and I agree, that even though these
  11. things behave like a conscious psychic entity, they do have a advanced
  12. technology.

  14. They have hardware and there's a craft and there's occupants or "Ufonauts" that
  15. he calls them.

  17. That Jacques Vallée calls them "Ufonauts". So there's "Ufonauts" running these
  18. craft. The point is, is that these things are operating.

  20. They go way outside the envelope of our engineering and physics technologies.
  21. And, I can guarantee you that no laws of physics are broken whatsoever.

  23. Is just that, it's either the existing laws that we have, but we haven't
  24. extrapolated it further enough or expanded it enough into realms or say areas of
  25. "phase space" where we could discover new solutions to these existing physical
  26. laws which would give us advanced propulsion and power that would produce this
  27. type of technology, once you have an engineering and manufacturing technology to
  28. create these things.

  30. So, that's where we're at. And these things don't look like anything that we can
  31. manufacture on Earth. So we don't have the manufacturing or industrial
  32. technology for it.

  34. That's what the papers that the DIA wanted in their tasks with their Bigelow
  35. Aerospace Advanced Space Studies contract. [It] was to take the physics and
  36. engineering of 2009 and 2010 extrapolated to 2050.

  38. Are we going to be able to have the physics and engineering and the technology
  39. industrial base that'll produce a vehicle that'll match the Tic-Tacs?
  40.  
  41. And on the flip side of that, boy that would be wonderful. We could get there
  42. because commercially it would revolutionize transportation and energy on the
  43. earth.

  45. And the interesting thing is today there's a big move away from Special Access
  46. Programs. They're extremely costly to maintain, extremely costly. Let me tell
  47. you this: the cost to maintain information personnel and physical security for a
  48. Special Access Program can be tens of times larger than the cost of the program
  49. itself.

  51. The purpose of a Black Program with the Special Access Program security rap is,
  52. you've got to limit the information and exposure to the information to as few
  53. people as possible in order to produce the maximum security protection against
  54. espionage by the enemy.
