The world is in peril. I can see this without relying on clairvoyance. While with most settings, I don't want to derail the plot... this one is a different matter. We don't need another superstructure, it was a big enough pain in the ass with Blame.

I'm not going to go into the details, but this is my first jump after 40k, and suffice it to say that in the last twenty millennia I've learned a LOT about when it's worthwhile to trade a handful of lives for the greater good. Screw the protesting first year philosophy students, it is a moral decision to stop a genocide in progress.
