No third party, including this Shortcut's author, has access to any part of your Notion account or its data. When you create a Notion "integration" and add its token, this information stays on your iPhone/iPad device/s and in your Notion developer account.

All actions in this Shortcut are available below for you to inspect, just as they were at installation.
You are free to revoke and delete your Notion integration from your Notion developer dashboard.
You are also free to revoke access to your specific pages from your integration.
This Shortcut makes several external connection requests, which you must accept. The primary ones are to Notion's API server, which, again, is a connection only between your device and Notion.

One other external request is made to a file hosted on GitHub's Gist.

This is a way of ensuring your Shortcut can always tell Notion to use the most up-to-date version of its own API. This simple text file only contains a date string, which may be updated in future. As of last update, this file contained only the string "2021-05-13". This value may change, but will only ever be a similar date. This file is hosted on Gist, a service operated by GitHub, the large and reputable open-source repository operator. None of your personal information, including API keys or Notion data, can be passed to Gist, GitHub or the Shortcut author in this way.
