-bbq (adrenaline, blend, fireproof, gift accel, fatal surge, precision, venom, btg, fire cart. open with DL, parries help next fight for extra max ichor, get stagger to proc venom if low life enough just focus cannoneer with ice carts)
-mido (gift accel, adrenaline, fatal surge, precision, venom, btg, ichor if no parries last fight(needs 2 for venom) run and attack as his name flashes on screen, dodge and gangbang)
-equip nightclaw after fight

Government center outskirts

-ivory grace from chest (costs 8s compared to fj skipping this)
-pure blood (can skip this unless sk+vb in one go is faster, also this heals while linked with jack, so can work for safety reasons)
leveling up to ~56 goes ivory grace gifts 2852dmg x normal 2541, but you could maybe use the pure blood and extra concentrates to skip trading stuff with louis for 1 blend, gotta time this later)

-sk (adrenaline, ichor, gift accel, btg, fatal surge, enter fight, precision. abuse gift accels during phase changes) (no considerable time loss here because of waiting for phase changes, maybe 1 or 2s)

-vb (same as skull king) (got a 56s fight with blue aoe and flying phase, need to compare to fj. also there's a pure blood you could make check if doing gifts accel to fatal surge without going back is worth it)
