  1. 1) Semi-Historical Game — this means that the general direction of the game must generally follow the historical timeline. This applies to alliances into which one may enter, wars one may declare, and how the different powers may interact with each other once general war is declared.
  2. A) Thus, all events must follow historical options until the war, unless otherwise specified in the respective rule.

  4. 2) General Diplomacy Guidelines;
  5. A) No war may be started prior to Danzig, unless it is done by event.
  6. B) No alliances, puppeting nor military accesses may be neither taken nor granted before danzig, unless consummated by event or specified in the respective rule.
  7. B.1) The USSR cannot grant to nor can have granted to it military access by the rest of the Allies, meaning those countries outside the Comintern.

  9. 3) Axis General Guidelines;
  10. A) Turkey, Spain, may only be DOW’ed or allied by the Axis Powers after the 1st of January of 1942, provided Germany is at war with the USSR.
  11. B) Persia and Tibet, may only be DOW’ed or allied by the Axis Powers after the 1st of January of 1942.
  12. C) Should any of the countries listed in points A) and B) be attacked, the USA may join the war immediately, by edit if need be.
  13. D) Any Axis countries controlled by a human may request to have Military Control of an Axis country already at war edited to them.

  15. 4) Germany’s Guidelines;
  16. A) Germany may trigger the Danzig event at 0:00 of the 1st of September, and must do so before the 2nd of September.
  17. B) Germany must pursue the historical Molotov-Ribbentrop option with the Soviet Union, and respect the spheres of influence.
  18. C) Germany may attack the Soviet Union starting from the 1st of January of 1941.
  19. D) Germany may follow ahistorical options in Austria’s and Czechoslovakia’s events.
  20. E) Germany must follow the historical Vichy event option.
  21. F) Germany may not ally Vichy France in any way through its events until the 1st of January 1942

  23. 5) Italy’s Guidelines;
  24. A) Italy may join the war after the 1st of March 1940, provided that the Vichy event has been triggered by Germany.
  25. B) Italy must annex Ethiopia and Albania.
  26. C) Italy cannot join the Axis until it is at war with the Allies.
  27. D) The impediments to diplomatic action mentioned in Article 2, sections A) and B), shall endure in Italy's case until Vichy is fired.

  29. 6) Japan’s Guidelines;
  30. A) Japan may DOW the UK and the USA from the 1st of January of 1941 forward.
  31. B) Japan may DOW the USSR from the 1st of January 1943 forward, provided the USSR is at war with Germany.

  33. 7) Allies’ General Guidelines;
  34. A) Turkey, Spain, Persia and Tibet may not be DOW’ed nor allied before the 1st of January of 1942.
  35. B) All Allied countries controlled by a human may request that Military Control of any other Allied country already at war be edited to them.

  37. 8) United Kingdom’s Guidelines;
  38. A) The UK may not release any new countries outside Europe until 1945, with the exception of restoring previously annexed allied/puppet countries (such as Australia).
  39. B) Commonwealth units must remain in their home countries until Danzig’s event fires.
  40. C) UK cannot mobilize until Danzig.
  41. D) The UK’s player may ask to have Military Control of Poland edited to him any time after the 1st of January of 1939.

  43. 9) United States’ Guidelines;
  44. A) The USA may join the war from the 1st of January 1942 forward.
  45. B) If the UK is attacked by Japan, the USA can ask to be edited into the war immediately.
  46. C) If the UK home islands are successfully invaded, the USA can ask to be edited into the war immediately.
  47. D) If any state in the Americas is invaded by any of the Axis powers, the USA can ask to be edited into the war immediately.
  48. E) It is bound to choose historical options in any events with the exception of lend-lease, even after Danzig.
  49. F) The USA cannot become communist.
  50.  
  51. 10) Soviet Union’s Guidelines;
  52. A) Only partial mobilization is allowed until war with Germany.
  53. B) Historical outcome for the Winter War must be chosen.
  54. C) The USSR must choose the historical outcome for the Molotov-Ribbentrop pact, and respect the historical spheres of influence.
  55. D) The USSR may DOW Germany after the 1st of January 1942.
  56. E) The USSR may DOW Japan on the 1st of January 1943.

  58. 11) On the Trade of Military Units, Resources, Blueprints and Provinces;
  59. A) Trade of Military units between any country is permitted only after the following conditions are both met: Danzig has been fired and the recipient country is fully mobilized while in a state of war.
  60. B) Trade of Blueprints is allowed only between countries in your alliance or between you and your puppets.
  61. B.1) For the purposes of this rule only, the USSR is considered as having its own alliance, thus it cannot trade BPs with the allies.
  62. B.2) Japan shall be considered as part of the Axis alliance once it joins the main war, even if in technical in-game terms, ends up not being part of the Axis alliance proper.
  63. C) You cannot trade for money outside your alliance before Danzig.
  64. D) You cannot trade provinces before Danzig. After Danzig, you can trade provinces if they don’t prevent the annexation of a minor/triggering of a event.
  65. E) The allies must accept resource trades from the Axis powers if the trade is offered with a minimum of a 70% rate.

  67. 12) On Spies;
  68. A) Using of all spying against Humans and AI’s whose base IC is bigger than 5 IC is forbidden, unless otherwise stated,
  69. B) Exception are made for the steal blueprint Spy function, which can be freely used.
  70. C) Exception made to using the influence function on neutral/allied countries.

  72. 13) General Rules;
  73. A) Surrounded armies may not be disbanded when totally surrounded.
  74. B) Strategic redeployment/disbandment from/on the front-line is forbidden, except in the Spanish Civil War.
  75. C) If a Capital city is left vacant, it must be immediately occupied within your abilities to so do it.
  76. D) Air units that have been given a re-base command, but keep being intercepted by enemy Air Forces, while trying to flee an Airbase about to be occupied, must be allowed to depart the Airbase. The player is invited to pause the game and ask the perpetrator to cease his air operations above said Airbase and the perpetrator must comply.
  77. E) You may not use World War 1 era aircraft.
  78. F) No country may change its starting land doctrine.
  79. G) You may only use paratroopers to airdrop in a province with a Major Port, an airfield or a beach.
  80. H) You may not use paratroopers to close a pocket nor to block a retreating army. The first half of the rule means that you cannot use a paratrooper to close a ring of provinces around an enemy army. It may be used if there are 2 provinces still open to the enemy, so long as it does not conflict with the second half of the rule.
  81. I) You may not use supply exploits. These include not paying full IC cost for your supplies while at peace to accrue additional IC days of production for other tasks.
  82. J) You may not carry phony wars out for the purpose of saving on Consumer Goods.
  83. K) Failure to comply with the rules will result in edits being made to reverse the advantages accrued through the violation. For example, if you prolong your Ethiopia war as Italy to save Consumer Goods IC or train military leaders, the benefits in terms of production IC days/extra skill points will be reversed.
  84. K.2)If you re-offend, you might suffer additional penalties, ranging from further punishment beyond the deletion of your gains to expulsion from the game. This shall be decided on a case by case basis.

  86. 14) On Ending the Game;
  87. A) The Game shall continue to be played until a group vote decides otherwise. A simple majority is needed to carry the vote. A tie means the vote is defeated and the game carries on.
