<Luxray> the city might not be safe to live in, and the redguards/nords don't want to fund money for reconstruction of contested territory
<Luxray> so you have a lot of displaced residents in camps and makeshift things, as well as the buildings that aren't ruined
<roerich> but i want the city to be more than barracks and such
<roerich> yes, exactly
<roerich> lots and lots of makeshifting, palisades, broken tables used to make barricades
<roerich> acts of terror once in a while
<roerich> there need to be some civilians living there, in order for insurgency groups to do terror attacks

<Luxray> it'd be like living in modern-day Ireland where you still get conflicts there

<roerich> if the fortress was on the eastern side, they would have won the rest of the city quickly
