It is possible to solve the problem (making the game playable) by using the program called Battle Encoder Shirase.

It is a program that limits the CPU usage of the chosen game to 95 or 91% so that there is still a small margin for the PC to proceed with the installation\menu management or game itself, thus making the game playable.

To use it, start the game, start Battle Encoder Shirase, go back to Battle Encoder Shirase, select the gamename.exe and set it to -5/9%.

It is also possible to limit the CPU usage of background apps (for example, the browser) to make the game run better. In fact, if a person is watching 2 videos in the browser, you will see that they occupy the CPU at 44% (thus stealing half of the processor power from the game and being able to run the game only with 66% of the CPU power) and this also happens with any other program open during the game execution.

By limiting the browser (or any other program running in the background) to 5% with Battle Encoder Shirase, you will ensure that the game can then exploit all the power of the CPU and therefore will run with more FPS or will solve the problems of startup, stuttering, and crashes due to 100% CPU usage.
