hm, no. High IQ might make a society where degeneracy is more possible or celebrated via decadence, but low IQ and poor impulse control will correlate with partaking. Sort of like the difference between collective and individual violence. One is more easily attainable by a smart and patient group, though they'll be less prone to fits of violence individually.
