Aoi Todo OOT Judgement

Aoi Todo is in tier.

Todo and Kuroki is basically just the tiersetter duo but with no ranged component. Todo can teleport Kuroki into position with a lethal attack wound up, yes, but the same is true for Glimmer with Bow, making the situation even at worst. Losing to Bow's arrows is a completely valid wincon, especially because he outranges Kirb's entire team and has initiative, and Todo's durability doesn't suggest he would nosell tiersetter blunt attacks, just weather them for a while. Todo's 10ms reaction feat is extremely good but does not indicate that he has movement especially faster than the tiersetter, nor has he been argued to. He can think as fast as he wants, but there has been nothing posted or claimed by Kirbin to suggest he would be able to casually dodge attacks from the tiersetters.
