So I need to set up a manual outreach for guest posting. What would that look like with VA's and what not.
Would I use scrape box to find potential sites then use a VA for out reach? What would I offer in exchange for a guest post?

Before you reach out to the websites, you need to decide which kind of guest post will you prefer. Is it niche relevant guest posting or authority guest posting?

If you choose niche relevant guest posting, you will need manual outreach service like you mentioned in your post. And hiring a VA will be suitable for this job. However if you are looking for authority guest posting, you will need to have contact with the editors of those authority sites. Merely manual outreach service is not enough to get your website featured in authority websites through guest posting.
One method I use is to search Google using specific keywords to find a list of sites that offer guest posting opportunities. You can use Scrapebox or similar software to do this. Here is my list:

What is the guarantee that the guest post / blog post will remain on that particular site for a long time ? We purchase such outreach services with good amount of money and if the website manager removes those posts then what should we do in this case ?

If the webmaster removes your post after getting paid, that is very unethical from business point of view. Yes these kind of situations do occur, although I haven't faced such issues while doing blogger outreach.

To avoid such things to happen, you should do a contract (written) with the webmaster which will guarantee your guest post will be there for certain period of time. If the webmaster breaks the contract, you can get the refund via PayPal. However when you have a strong networking circles, these kind of things happen very rarely.

This won't really help you if the webmaster removes the links after 90 days. To be honest, there is absolutely no guarantee with link buying wether they will stick. You are almost entirely going by trust. Even if you have a contract, they will be very difficult to enforce, there will be problems with jurisdictions if you try and, a lot of the time, the webmaster selling you the link, might not have the right to sell it, so the contract is worthless.

These thigns, in my opinion, are built on trust and experience - once you get to know a website over a period of time, and see your links stick, you can continue to do business with them.

This is also why I would recommend people to go by third-party resellers to build your links and do the guest outreach. That way, it is the RESELLER who is liable for any loss of links, and you can always claim your moneyback from a middle-man (who will personally guarantee the link out of his/her own pocket) rather than relying on teh webmaster who probably has many other monetization/business strategies going on.
