Among vampires, there is a strong tendency to rely upon tradition and [i]the way things have always been.[/i] It's no small wonder why: A rare breed, vampires aren't always welcome by the general populace of short-lives, and, with a weakness against sunlight, it behooves them to stay out of sight and keep to the shadows.

Elisheba does not hold with tradition at all.

Among her own kind, she would be considered on the young side; among everyone else, she would be considered unfathomably ancient. Elisheba has survived through untold generations of dragons not because she meekly adheres to tradition but because she actively seeks to undermine and overthrow it. She embraces her weaknesses, holds them close to her chest so as to learn the finer details of them inside and out and thereby destroy their hold over her life. The Illumium serum is a perfect example of this: a potion she commissioned which, after only a single draught, gives vampires the ability to not only walk in sunlight but to actively feed off of it and grow stronger with exposure.

Rather than beg for sanctuary from some other clan, she formed her own and filled it with like-minded individuals whose goals coincide neatly with her own: to conquer the Hewn City and make it [i]Her[/i] City. Nestled in her shrouded chrysalis, awaiting her rebirth in a new and even stronger form, Her Eternal Majesty dreams of a city glittering darkly under the moons: a beacon and a promise to all her night-walking kin.
