Run standard AP Mid runes and Masteries, start with some wards and pots.  Skill order:

R>Q>E>W

Rush Kage's, and then go for the Spirit items (those blue jungle items.)  You'll want Spectral Wraith and Ancient Golem (determine which one comes first, based on situation), with Ionian Boots and you can also go for a Frozen Mallet  You're essentially running a lot of CDR.  You can also get Rylais or Liandry's as Situational Items, but you MAY need your last slot for wards.  Remember, you still need to ward.  HOWEVER, you can get away with only buying Pinks during the lane phase, to counter pink the enemy.

The entire point of this role and support is to shut down the enemy ADC as hard as you can, while feeding your ADC as hard as you can at the same time.  The low MR of ADCs gives teemo plenty of strength to poke harass with Q.   You'll easily chunk the enemy ADC and deny a lot of CS.  Also, this setup works BEST with a poke oriented ADC, such as Ezreal.
