- Small population candidate systems ()

- Usually I exclude small population systems (under 1 mil population) as their LTD demand is always terrible and not worth the scouting effort. But since we don't have any 1.6m/cr systems, I'll include this here as a secondary list

- Note: Sometimes we can do research on EDDB to exclude systems whose faction is in pending expansion, recovering expansion, or no expansion (since the expansion state is faction-wide).
- You can do this automatically in the Excel version of the analysis tool by clicking the Mark No Expansion button (it will mark all of their systems in red), and then press the Remove No Expansion button to remove those systems from the candidate list.

- This is a tertiary list based on minor factions (player factions) that exhibit expansion + many of their systems are in boom/investment and civ lib. I've only found a few X4 systems this way, but it doesn't hurt to try
- If you scout a system and discover 'active expansion' is missing from the states, then you can exclude all systems controlled by that minor faction (since expansion states are faction-wide across all their systems)
- I'll refine this list every 15 mins or so
