  5. Note that this only works for Windows XP/Vista/7. The customization in 8.1 and 10 is /vastly/ less powerful (you can't even set arbitrary colors last I checked, it limits you to a palette of predetermined "color sets"!).

  7. Setup: Install Rainmeter if you don't have it already, then install the skin I linked above. If you have a screen size over 1366x768, I recommend setting each component of the skin to Draggable and manually moving them if needed. Also, go into the folder for the skin (~\Documents\Rainmeter\Skins\Pip Boy 4000 1366x768\), and do two things: Go into the Other Stuff folder, and pick your wallpaper of choice (works best with Fill mode). And, go into \@Resources\Fonts (same root dir as Other Stuff), and install the monofonto.ttf file (and the others if you want, I guess). This makes the Pip-Boy/RobCo Terminal font available for use system-wide.

  9. Now, go to the Personalization menu (right-click desktop and click Personalize, or go there from Control Panel). Here, you'll have to set your desktop to a non-Aero theme (Basic and High Contrast Themes->Windows Classic). --This resets your wallpaper though, so go back and reset that. Now, click the Window Color menu at the bottom. This opens up the Window Color and Appearance editor, which is where the fun begins.

  11. Note that the following settings are still "beta", done by me fooling around with the Paint.Net colorpicker and a screenshot after installing the rainmeter skin. Improvements are welcome, also there are a few things that are hardcoded into Windows and can't be changed :/ But, here we go anyway!

  90. Do all that, apply and save, and then I recommend saving the theme as a whole so you don't have to re-do all that from scratch. All goes well, it should look something like this: https://imgur.com/ETdBNaw (see window at bottom). There are a few known issues with it, like turning your text input color Pip-Boy Lime in things like Pastebin and Skype (again, blame Windows), but overall it looks pretty good.
