The puzzle is divided into sea chapters.  You are in the first one.  Each chapter contains a hidden key needed to unlock the subsequent chapter.  Each key contains a word from the BIP-39 word list along with some ASCII character noise.  To unlock a chapter you must first use the longer,
noisy key to XOR the ciphertext, and then decipher all the alphabetic ASCII characters using the Vigenere technique with the BIP-39 keyword as the key.  In the end of the decoded chapter you will find the next chapter, encoded by the same algorithm.  In one of the chapters the order of the words will be revealed.
