Hard Fork/Reset v3.0

Reset the blockchain with new forkdrops
Increase the block time from 1 minute to 10 minutes
Increase the maximum block size from 2MB to 10MB
Increase the difficulty adjustment timespan from 40 minutes to 24 hours
Increase the minimum age requirement for staking from 1 hour to 24 hours
Introduce a minimum collateral requirement of 10,000 coins for staking
Give Miners and Masternodes less; 20% of maximum inflation instead of 30%
Give Masternodes less; 1/4th of the minimum inflation instead of 2/3rd
Reduce the maximum budget allowance via proposals from 70% to 10%
Get rid of SwiftRewards and only keep HODL or term deposits (60% of max inflation)
Change the inflation curve so first halving will take place in 4 years instead of 20 years
Automate HODLRewards or term deposits so users can lock their coins and get paid instantly
Change the hashing algorithms from Keccak256 to SHA256
Introduce blockchain-based and cheat-proof lotteries

I estimate that this fork would cost us at least 1 Bitcoin including the fee Crex24 will require for updating. We might even have some leftover to get on a US friendly exchange in the end. We can raise this from our budget over the course of 4 months at 5 sats [20 million SWIFT] and over the course of 2 months at 10 sats [10 million SWIFT]. We can discuss the changes and the price of SWIFT for raising the funds before submitting the proposal.
