Changes:
	3/04 - MrProgBot Prizes!
	2/29 - Tournament test! Ranks have been removed for a bit while Tournaments are being tested!
		   By being in chat you will be automatically entered into the tournament.
		   If there are more than 16 people entered for a tournament, participants will be chosen at random.
		   The bot checks IRC joins and leaves for participants. This can sometime fail because Twitch or something.
	       Because of this the bot also checks chat messages
           So if you want to be safe feel free to give chat a FrankerZ every once and a while
	2/28 - New Ranking system test
		   Ranks have been reset
		   The number of stars now scales with rank
           You cannot lose stars until rank 4
	       Once you hit rank 4 you cannot go back down to rank 3 or lower

NaviCode:
	!navicode [name] [code]
		Registers your deck
		Use http://therockmanexezone.com/ncgen/ to create a valid navicode
		[name] is the 4 character name you put into the generator
		[code] is the 24 digit code that is generated (include "-"s)
		DO NOT USE "[]" AROUND NAME AND CODE

	!navicode
		Displays your current name and navicode

Wins:
	!wins
		Displays how many wins your deck has

Randomizers:
	!navi
		Gives you a random navi to build a deck for.

	!randomcode
		Gives you a random deck to tweak and use.

Other:
	!whisper [on/off]
		Turns on and off the whisper functionality for you
		If turned on, the bot will whisper you when your deck is battling if you are in BCCplaysBCC's chat.

	!winner
		Displays the last tournament winner in chat if they haven't claimed their prize.

	!claimprize
		BCCplaysBCC will announce the winner of each tournament in chat. If the winner uses this command BCCplaysBCC will whisper them a lottocode that can be redeemed with MrProgBot!

		This is BCC plays BCC. It's a twitch channel that allows users to create BCC decks and take on other netbattlers!

	How do slot-ins work?
		The AI tries to slot-in most chips after a certain %
		The % is based off of your operator
		Lan (MegaMan) slots in at 60%
		Mayl (Roll) slots in at 70%
		Dex (GutsMan) slots in at 30%
		Chaud (ProtoMan) slots in at 70%
		Kai (TurboMan) slots in at 80%
		Mary (Ring) slots in at 80%
		Bass slots in at 50%
