  16. One day, in the midst of a terrible drought, the Chosen One left Arroyo in search of a Garden of Eden Creation Kit. It did not take long to wander into the town of Klamath, running into a certain individual there who was also passing through, a bow on his back. He explained his plight, asking for any possible help.

  18. "Oh, that's terrible," said the Archer to the Chosen One. "Why don't I join you? Together we can find the GECK and help your village."

  20. During their travels, they saw many curious sights. There were moments of violence, but the Chosen One proved to be an able diplomat. At the same time, the state was undergoing a sea-change - the Enclave had shown itself to the public, remnants of the Old World, and were negotiating a confederation with the towns and cities throughout California. A tithe in the form of taxes, while making certain farming methods and technologies available... and establishing a safe trade network between cities. They'd seemingly started with San Francisco, and moved on from there, using that as a trade hub. Shady Sands' attempt to get the Chosen One to sabotage the Enslave aside, they did rather well. And in the short term, the Chosen One was able to make use of this trade network to bring food to Arroyo, in trade for their healing powder. And their homemade stimpaks, and super stimpaks, which proved to be nearly as effective as ones made under more strenuous conditions.

  22. In any event, eventually they made their way to Vault 13. Which, being under different management than it was when the Lone Wanderer was exiled, and having had certain influences working on them in the form of Director John Henry Eden... they were more than happy to join with the village. Most stayed in the vault, certainly, but there were a reasonable number who were willing to explore the world. Or even just to live in Arroyo.

And as the years progressed, the Enclave's control over the towns and cities grew to control over whole states, and they began to look to the east... only to find unexpectedly strong opposition in the form of Caesar's Legion in Colorado, Arizona, and most importantly Nevada. Opposition that raised doubts and uncertainty back at home, and caused the political structure to become uncertain for the first time in decades.
