Blizzard without an extra menu (Red)

THE STRAT:
- Use candies + bike in Fuchsia (also can swap an X item)
- Walk to bottom-left corner in Pallet, then:
	> Use a Super Repel
	> Teach Surf (can swap X item here if missed earlier chance)
	> Surf to Cinnabar
- Immediately after picking up TM14:
	> Teach Strength
	> Teach Blizzard
	> Use a Super Repel

GOOD:
- Should be ~20 frames faster if done perfectly
- Can repel earlier in Safari Zone (so you can fast scroll while facing down)
- If you miss the scroll to Surf, you might hit Strength (which is annoying but manageable)
- If you bought 9 Super Repels, you lose only 1 second on average instead of 2
- Safari before Silph might become faster again?

BAD:
- Bonking into the water = mashing/timing instead of buffering
- Mansion Super Repel use is awkward (similar to Fly menu)
