- I believe Panty is OOT. Her speed was portrayed as so far above the tier setter it would be almost impossible for them to hit her. This on top of her in tier physicals and the big ghost punch durability feat mean that it would be hard for the tier setter to do any damage in CQC while Panty still has several very strong win conditions.
