I've found running and playing in Pathfinder 2E covers almost every base for me in those regards. Almost everything has a clear ruling natively, meaning I spend less time coming up with rulings or trying to reference other things to come up with rulings. Character options are incredibly numerous, making it very likely for characters to have native mechanical support for their flavor, even for niche things. Foundry/Forge has the full content compendium for free as part of the core PF2E module and Archives of Nethys provides a free reference of all content otherwise. The high level of modularity in PF2E and the excellent support for its Foundry module and well-supported community modules has made it exceptionally easy to add homebrew with complex rules interactions that are handled automatically by the system.
