  1. Campus / village is a good way to go until the backlog gets filled. Those can be transitional. FEMA, National guard and Army Corps of Engineers have plans, including logistics, for temporary emergency housing which are ready to go on a 72 hour basis. People sleeping on the street is a political choice.

  3. At present, the pipeline is delivering low three figures of new units per year. We need four to five figures per year. While those get built, we need temporary shelter. Any pol who tells you we don't have a plan for that is lying. We don't have a plan for the new 60 year units. We absolutely have a plan for the temporary shelter capacity. The authority to invoke it comes from the County request to the Governor. Kate Brown declares a housing emergency, and state resources are available. If a federal emergency is declared, federal resources become available. The definition of an emergency is a situation, caused by either man or nature, which causes the normal systems of gov/society to be overwhelmed. That is clearly what is occurring with housing.

  5. Hell, enough vouchers would solve it, and they know that.. It's just that none of them wants to be the first one to give vouchers to the mass of homeless. Violates their victim-blaming authoritarian ideology.
