- Reviewing problems with the state's child welfare system, child-advocate attorneys gave clues to what their lawsuit might address: uninvestigated child-abuse reports; overloaded and inadequately trained caseworkers; an abuse rate in foster care that is higher than in the general population; multiple placements for emotionally fragile children; insufficient family preservation efforts; and delays in putting foster-care children up for adoption
