According to GameFAQs (https://gamefaqs.gamespot.com/wii/933022-harvest-moon-tree-of-tranquility/faqs/54819), only requirements are 8 hearts with candidate+"3-4" hearts with Hamilton (to unlock the Blue Feather), and watching all heart events. Heart levels can be checked in the menu by holding the C button; each heart equates to 100 affection, to a total of 10 hearts. The Hamilton affection requirement does not appear to be true, as I was able to get the "Blue Feather legend" cutscene with him at 1 heart (talked to him maybe a couple times). Got the actual Blue Bird cutscene exactly 7 days after the Hamilton cutscene, although there were 3 rainy days and one festival day in that period. However, Anissa will not accept the proposal, even at max affection, so perhaps Hamilton's affection requirement is for the proposal itself.

Actually, seems like there is an additional "request" at 5 hearts for all candidates, and this must be completed. Anissa's appears to be the snowflake flower, which must be planted in Winter.

TO TEST: "Interestingly, the bachelor/ette doesn't have to be at 8 hearts to accept the proposal; so you can receive the Blue Feather for one bachelor/ette having 8 hearts, then use it on a different bachelor/ette. This is pretty useful if you're wooing someone that arrives on the island late."

If the above were true, this would mean that you could use an "easy" girl to get the Blue Feather, then present it to another candidate. In this case, check what the minimum required affection is for the proposal (assuming it's less than 8 hearts). Upon testing, this doesn't seem to be true, at least not for Anissa. Even after giving her the snowflake flower, she would not accept the Blue Feather with less than 800 affection.

The heart events are described as follows:

The five heart events are:
  - At 2 Hearts, they will come to your house and give you a present (note: this happens with every bachelor and bachelorette, regardless of your own character's gender - it's more of a friendship event than a romantic one).
  - At 4 Hearts, they will ask you on a Lunch Date.
  - At 5 Hearts, they will again come give you a present.
  - At 5 hearts, they will also make a request that must be fulfilled before
    marriage.
  - At 6 Hearts, they will ask to meet you at Brownie Ranch for a Confession.

The Lunch Date and the Confession event are a bit delicate to trigger. In order to trigger them, you must talk to that bachelor/ette before 11:00AM, and for certain bachelor/ettes (the ones with jobs), it must also be on their day off. It's pretty easy to go through a game without triggering these events if you don't actively try to.

When you trigger the event, they will ask you to meet them somewhere at noon. If you accept, you must be at the location between 12:00PM and 1:00PM. For the lunch date, bachelors will ask you to the Sundae Inn and bachelorettes will ask you to the beach, down the stairs from the pier by On the Hook. For the confession, both genders will ask you to the tree on Brownie Ranch (past the barn and coop on top of the hill).

Regarding bachelorettes, according to the above guide, they are become available as follows:
- Anissa: start
- Maya: start (must be met in the Town Square on a sunny afternoon)
- Kathy: after destroying boulder (or after Spring 28, year 1)
- Renee: after destroying boulder (or after Spring 28, year 1)
- Candace: Rainbow #1
- Luna: Rainbow #1
- Phoebe: Rainbow #4
- Selena: Flower Festival (Spring 10, year 1)

ANNISA ROUTING (EXAMPLE)
- Think Hilltop house is closest to Souffle Farm
- At Souffle Farm everyday except Saturday. On Saturday, she is unavailable until 9:30am, when she will exit the Souffle Farm building and stand there until 10am, when she will start walking for the Maple Lake District
- 2 hearts: +10 for accepting green herb
- 4 hearts:
	> +10 for accepting invitation, -100 for declining
	> Invitation can be triggered on any day before 11am
	> Date is at the beach, can be triggered from 12:00-12:50pm (reminder cutscene will trigger at 1pm, but by then, it seems to be too late)
	> +50 for first response during the date, -50 for the second response
	> Test whether the date cutscene will override the Toby intro cutscene
- 5 hearts: +50 for accepting Stay Awake
- 6 hearts:
	> +10 for accepting invitation, -100 for declining
	> +50 for right answer, -50 for wrong answer
- There is a (seemingly optional) cutscene at 5 hearts with the snowflake flower seeds
	> +10 for accepting, +50 for giving the snowflake flower
	> Triggered after triggering all her other heart events and exiting the house at 11:50am on Saturday (her day off)
	> Planted snowflake seeds on Winter 1, harvested on Winter 9

- Free affection (from events):
	> Start: +99
	> First response during intro: +10
	> Free talk after intro: +5
	> Talk+strawberry during PTW: +15
	> Free talk after getting house: +5
	> 2-heart event: +10
	> 4-heart event: +60
	> 5-heart event: +50
	> 5-heart request: +10 (+50 for completion)
	> 6-heart event: +60
	> Total: +374
	> This means only 426 affection required from gifting/talking/other (doublecheck what she starts with)

- During the tutorial, you must intro General Store, Clinic, On The Hook, Pascal, Town Hall, Gill.

FESTIVAL NOTES
- Ocean Festival:
	> Must have 300 affection to trigger invitation
	> +10 for accepting invitation (Summer 6), +50 for attending fireworks (Summer 7)
	> All shops are closed on Summer 7, so there is no easy way to fastforward to the evening
	> If using Herbal Tea, the +60 saves 4 gifts, which equates to 4 trips+2 PTW (considering 105x4 = 420)
	> Waiting for 7pm, waiting through the fireworks cutscene, and walking all the way home is probably at least 8+ minutes, so it's likely not worth it
	> If you choose not to do the festival, you must skip gifting on Summer 6, as declining the invitation is -10
