  9. If you paid attention, the fiscal impact was in the budget already and a memo was attached to the legislation. Maybe you were too busy texting during the meetings for your sound bites when that issue was discussed.

  11. On another note, TJ, I find the verbiage "push through" interesting as there was a public forum prior to a public committee vote which you voted in favor, a public hearing, public forum prior to vote, and public vote which you voted in favor.

  32. As stated prior, as of right now I have not received legislation to refer to a committee and mentioned twice the need for a fiscal impact. The fiscal impact MUST be a part of the legislation so when drafting, this will need to be included in the proposed legislation. Once again, there's no legislation I've received to date.

  58. David, before making financial changes has anyone other than myself spoken to Andy Piotrowski about the fiscal impact on the budget and budget line? If you're reducing fees used to supplement a budget expenditure (Humane Society) where will the city make that up? Some advice, let Andy do an audit of the accounts concerning animal licenses and fines from the clerks office and compare that to the payment the city makes to the Mohawk Humane Society. Thanks

  66. Please draft legislation to be ready for June 14 General Services Committee to change the fee structure associated with redemption and delinquency fees in § 124-13 Seizure of dogs. The impoundment fees should be amended as follows:
  67. 1. First impoundment: $50
  68. 2. Second impoundment: $100
  69. 3. Third and subsequent impoundments: $150

  79. Additionally Jim, please draft legislation to amend § 124-9. Dangerous dogs to remove language related to tattooing registration on dogs and adding microchipping language. (see below, strikethrough language is for removal, underline is additions):
  80. B. Dangerous dogs.

  82. (7) Registration. The City Clerk or his/her designee shall require the owner of a dangerous dog to register such dog with the City Clerk. The application for such registration shall contain the name and address of the owner, the breed, age, sex, color and any other identifying marks of the dog, the location where the dog is kept if not the address of the owner and any other information which the City Clerk or his/her designee shall require. The application for registration pursuant to this subsection shall be accompanied by a registration fee of $30. Each dog registered pursuant hereto shall be assigned an official registration number by the City Clerk. Such registration number shall be tattooed at the owner's expense in the manner prescribed by the City Clerk. The certificate of registration shall be of such form and design and shall contain such information as the City Clerk shall prescribe and shall be issued to the owner upon payment of the registration fee and presentment of sufficient evidence that the owner has complied with all the orders of the City Clerk as prescribed at the determination hearing.

  84. (8) Any person owning, harboring or having care or custody of a dangerous dog shall spay/neuter the dog and have the dog microchipped, at the owner’s expense.
