In all seriousness, obviously policy will matter. Most nations don't do what Zimbabwe does because it is so destructive.

even freer markets like the UK have a hard time going far beyond less free markets with the same IQ like France. No respect private property and free enterprise compared to most of the world.

And in the case of africa, environmental barriers to IQ are more prevalent than in America so there is nor room to grow but not infinite room.

Comparing two countries is a sample size of 2, is not great.

And you's have a hard time arguing more iq wouldn't help either nation here
